Without regulatory commissions and regulatory organizations to ensure proper use of devices and interoperability between devices, it is likely that people would not be able to connect anywhere, anytime. To ensure that certain rules governing both wireless use are upheld, many country-specific agencies and global commissions regulate standards and applications of wireless RF. This chapter discusses some of these standards and applications.1. FCCThe Federal Communications Commission (FCC,Federal CommunicationsCommission) is an independent agency in the United States that regulates the way communications are made. The agency is directly accountable to Congress. In the United States, it is the FCC that regulates the range of frequencies that can be used without a license, the transmitting power of equipment, the types of equipment that can be used indoors and outdoors, and how various types of hardware can be used. The FCC was created by the Communications Act of 1934.Note: The official website of the FCC is http://www.fcc.govoWhen referring to FFC and Cisco wireless, it is important to understand the requirements defined in FCC-Part 15 Antenna Requirements (FCC-Part 15-AntennaRequirements). This requirement states that the antenna must use a unique, non-standard connector that is not readily available. The reason for not being readily available is to ensure that home users and non-certified installers cannot easily configure an antenna that exceeds the specified value. For this reason, Cisco uses what is called a reverse polarity linear center connector (RP-TNC,Reverse-Polarity-ThreadedNeil-Concelman), as shown in Figure 2.1. If you have to use it this way, you are in violation of the FCC's regulatory requirements.
